With part 2 of the Milburn Review imminent, the challenge for local government is mobilising a whole-council response across departments, with clear leadership and resourcing that follow young people rather than service boundaries.
LGIU and the Local Policy Innovation Partnership (LPIP) Hub at the University of Birmingham ran a recent series of focus groups with councils and strategic authorities asking what a genuine whole-council response looks like in practice.
Drawing on that learning this event will explore an emerging NEETs systems framework that maps who does what at neighbourhood, place, and regional level, and what helps or hinders that work.
Learning outcomes
Attendees will leave with:
- An understanding of what Milburn Phase 2 means for local government, and where councils can lead at a local level.
- Practical examples of what a whole-council approach looks like, from senior ownership through to data sharing and VCSE delivery.
- A framework for thinking about their council’s role across neighbourhood, place, and region, and how to work across those levels with Strategic Authorities and partners.
Who should attend
- Officers and councillors working on youth employment, skills, education, inclusion, or early help.
- Policy and strategy leads involved in transformation, neighbourhood working, or whole-place approaches.
- Colleagues in strategic authorities working on post-16 participation and employment support.
