LGIU response: DPP LGR decisions

“Today’s LGR decisions for DPP areas provide some welcome clarity, though delays in Sussex show the power of ministerial control in this process. What’s missing are the conditions for success. LGR is happening amidst complex, wider reforms and the sector’s ability to manage multiple changes is crucial. Councils must focus on improving what matters to residents and businesses, not just structural changes. That’s what will make reorganisation worth doing.

And, while reactions to today’s announcement from the Secretary of State for Housing will vary, councillors and officers across these councils will remain committed to delivering on the new structures. Our hope is that this collaborative spirit lasts, as structure alone won’t save services—a key lesson from past LGR attempts. Success is not guaranteed. Political division, diverting officer time, poor leadership, cultural resistance, and a lack of alignment with other reforms can all throw a spanner in the works.

The LGR debate over the last year has been falsely framed as a choice between scale and responsiveness. At LGIU, we strongly maintain that a council’s operating model matters more than its size. Today’s decisions, while not a precedent, favour smaller geographies. Councils awaiting July decisions will be taking note.”
