Building resilience to political change: reflections from combined and local authorities in England

The diversification of council control seen in the 2025 and 2026 local elections shows that neighbouring councils may need to cooperate across political differences to deliver for combined authority areas. It is therefore essential that we learn from existing combined authorities to ensure a success can be made of this wave of decentralisation.
