Winterbourne View and the state of care: poor quality health and social care provision and plans for improvement

Summary

As well as the criminal abuse that took place at Winterbourne View, other recent reports have identified pervasive poor quality care, such as staff failing to help people to eat or drink, in a significant minority of health and social care services. This policy briefing is divided into three parts covering:

1. The Government’s final report on Winterbourne View and the detailed programme of action for local authorities and the NHS

2. The Care Quality Commission’s report on the state of care

3. Wider actions planned by the Government to improve quality in health and social care services.
