As the news of the cabinet changes proposed by the First Minister began to emerge, a tweet from a leading figure in the Third Sector wondered who their relevant cabinet secretary might be. I later asked if there were any updates on this, and the response was: ‘All of them’. If Scottish local government were to be asked that same question, they might well offer the same reply because of course, the range of competencies and responsibilities that councils exercise every day stretch almost across the entirety of Scottish Government departmental responsibilities and Cabinet secretary roles.
