Summary

Louise Casey has published this report “as a starting point” to get a deeper understanding of troubled families to help learn from successful interventions.

It calls for a longer term view and is based on Ms Casey’s interviews with families in 16 local authorities, drawn largely from families involved in family intervention projects in 2006. The report helps councillors and officers to hear more of the tone of government thinking on this issue now that all top tier English councils are working with the government on a payment by results approach to troubled families. The report should be particularly of interest to lead councillors and directors in Children’s Services, Housing and Chief Executive’s Departments.
