Can councils defend their high streets from ‘death by permitted development’?


Walk down any UK high street and you are bound to see plenty of empty shops and offices – a situation only exacerbated by the effects of Covid-19. At the same time, Britain needs to build an estimated 345,000 new homes a year, is there a solution to be found?
