Affordable housing schemes – reflecting on past experience

Summary

The recent publication of the Affordable Housing Bill, 2020 provides a new legislative basis for direct state-led construction of affordable homes for purchase. It seems appropriate, therefore, to reflect on experience with previous schemes from the late 1990s to the late 2000s, as a preliminary to a further item considering proposals for a future affordable housing programme.
